Overall, the development is considered to be contrary to policies 7S, 36S 42S, 43, 92 and 93 of the Bedford Borough Local Plan 2030, Policies W1 and W12 of the Neighbourhood Plan as well as paragraphs 173, 174, 180, 186 and 188 of the NPPF.

Whilst the development would contribute to the provision of additional housing, which would contribute to the current 5YHLS / affordable housing deficit, the adverse impacts significantly and demonstrably outweigh the benefits and as such the development cannot be supported.
